Phillip was appointed as Strategy and Implementation Director at the ILG in February 2011. Prior to this he was working on attachment at the ILG from Government Office for the North East, where he was Head of Analysis and Performance.
Phillip has a wide range of experience as a researcher, author and manager in a public sector environment. Prior to moving to the North East, he worked as Head of Data Service at the Local Government Data Unit in Wales, Head of Social Policy Management at the Improvement and Development Agency and was a Principal Researcher at the London Research Centre. As such he has considerable expertise in commissioning or writing research reports that have validity for practitioners in the public sector.
Recently he was the co-author of 'Child Poverty in the North East' produced for the North East Regional Advisory Group on Child Poverty and he has published numerous reports in relation to social welfare and deprivation. Most notably, he was the editor of 'the Capital Divided', a comprehensive and influential review of social exclusion in London. He was a lead national negotiator for local authorities in the release of small area data from the Department for Work and Pensions and a member of the Social Exclusion Unit's Policy Action Team 18 on Better Information. In the North East, he is a founder board member of the regional observatory (North East Regional Information Partnership), a member of both Regional Advisory Group on Child Poverty and the Child Poverty Policy Network and a member of the North East Academic Panel.
At Government Office, Phillip was responsible for business planning and risk and brings strong organisational and project management skills to his work.
