Alexander Horne is a barrister and a visiting professor at Durham University. Prior to returning to private practice, he spent 18 years as a legal adviser in Parliament, focusing on EU, regulatory and public law, international agreements and human rights. Horne was the first legal adviser to the House of Lords International Agreements Committee, which he helped to establish. He was also legal adviser to the House of Lords EU Committee and deputy legal adviser to the Joint Committee on Human Rights. Horne is the co-editor of several books, including Parliament and the Law (now in its third edition).
