Malaysian partnership to develop financiers and regulators

We are working with the Securities Commission Malaysia to develop the financiers and regulators of the future.
Two joint initiatives were announced as we awarded an honorary degree in Civil Law to Dato’ Mohammad Faiz Azmi, a Durham graduate who is now Chairman of the Securities Commission Malaysia. The Commission is responsible for the development and regulation of Malaysia’s capital markets.
Young Regulators Development Programme
The Young Regulators Development Programme will be a two-week capacity building programme for early career securities regulators.
It will be held annually from 2025 to 2027 in Kuala Lumpur, for regulators with three to five years’ experience from ASEAN (Association of Southeast Asian Nations) and IOSCO (International Organisation of Securities Commissions) member regulators.
In the first week, the programme will cover core foundations in capital market development, regulation, and supervision. Week two will cover advanced and cutting-edge themes and trends including digital assets, fintech, cybersecurity, sustainability and environmental, social and governance, and Islamic finance.
We also offer an ASEAN Financial Regulators Scholarship, to support ASEAN financial regulators pursuing and MSc in Law and Finance with us.
Islamic Capital Market summer school
Separately, we have signed a Memorandum of Understanding with the Securities Commission Malaysia to strengthen joint work in Islamic finance and Islamic capital market.
One of the joint initiatives is the Islamic Capital Market summer school, involving our Centre for Islamic Economics and Finance.
The school equips professionals with strategic leadership skills, technical knowledge, and understanding of Maqasid al-Sariah practices in Islamic capital markets. It will run annually from 2025 to 2027.
