Researchers at Lawrence Berkeley National Laboratory developed a technique for assembling optoelectrodes that looks to offer the best of both worlds. In Journal of Vacuum Science & Technology B, by AIP Publishing, the scientists demonstrated it is possible to efficiently create a semiflexible light-emitting electrode by removing the stiff silicon material from underneath the tip of the probe.

The resulting device, called an optoelectrode, can study deep brain tissues with high resolution to record signals from individual nerve cells and stimulate small groups of neurons with state-of-the-art techniques such as optical waveguides.

“It is challenging to implant polymer probes in the brain, but we’ve developed a very simple fabrication technique to address this,” said author Vittorino Lanzio. “They’re less challenging to insert, because they don’t need to be glued to a silicon or tungsten shuttle, which increases the footprint of the device during insertion.”

Optoelectrodes are currently reserved for short-term use in laboratory animals. Despite the new electrode being an important step toward better biocompatibility, much more needs to be developed to bring long-term electrode use to humans.

The minute movements of breathing and pulses of blood flow subtly joggle the brain, even at rest. Microscopic shifts can disrupt an electrode’s performance and damage brain structures. These injuries can alert immune cells that hamper electrode function.

“The consistency of the brain is even more floppy than jelly,” said author Stefano Cabrini.

The optoelectrode is made of oxide glass and nitride initially bound to silicon. The group uses a nanoscale etching technique to remove the silicon underneath the device insertion area.

The team tested the device through experiments in rats and found that the semiflexible device, which packs 64 individual electrodes and high-density photonics into a significantly smaller cross-sectional area, could be inserted into a rat brain without using a silicon or tungsten shuttle.

The researchers hope neuroscientists put the new device to work and integrate more functionality into the electrodes, such as microfluidics to deliver chemicals into the brain, as the field progresses.

One of the hardest properties to change is a photon’s color, otherwise known as its frequency, because changing the frequency of a photon means changing its energy.

Today, most frequency shifters are either too inefficient, losing a lot of light in the conversion process, or they can’t convert light in the gigahertz range, which is where the most important frequencies for communications, computing, and other applications are found.

Now, researchers from the Harvard John A. Paulson School of Engineering and Applied Sciences (SEAS) have developed highly efficient, on-chip frequency shifters that can convert light in the gigahertz frequency range. The frequency shifters are easily controlled, using continuous and single-tone microwaves.

“Our frequency shifters could become a fundamental building block for high-speed, large-scale classical communication systems as well as emerging photonic quantum computers,” said Marko Lončar, the Tiantsai Lin Professor of Electrical Engineering and senior author of the paper.

The paper outlines two types of on-chip frequency shifter — one that can covert one color to another, using a shift of a few dozen gigahertz, and another that can cascade multiple shifts, a shift of more than 100 gigahertz.

Each device is built on the lithium niobate platform pioneered by Lončar and his lab.

Lithium niobate can efficiently convert electronic signals into optical signal but was long considered by many in the field to be difficult to work with on small scales. In previous research, Lončar and his team demonstrated a technique to fabricate high-performance lithium niobate microstructures using standard plasma etching to physically sculpt microresonators in thin lithium niobate films.

Here, using the same technique, Lončar and his team etched coupled ring-resonators and waveguides on thin-film lithium niobate. In the first device, two coupled resonators form a figure eight-like structure. Input light travels from the waveguide through the resonators in a figure eight pattern, entering as one color and emerging as another. This device provides frequency shifts as high as 28 gigahertz with about 90% efficiency. It can also be reconfigured as tunable frequency-domain beam splitters, where a beam of one frequency gets split into two beams of another frequency.

The second device uses three coupled resonators: a small ring resonator, a long oval resonator called a racetrack resonator, and a rectangular-shaped resonator. As light speeds around the racetrack resonator, it cascades into higher and higher frequencies, resulting in a shift as high as 120 gigahertz.

“We are able to achieve this magnitude of frequency shift using only a single, 30-gigahertz microwave signal,” said Yaowen Hu, a research assistant at SEAS and first author of the paper. “This is a completely new type of photonic device. Previous attempts to shift frequencies by amounts larger than 100 gigahertz have been very hard and expensive, requiring an equally large microwave signal.”

“This work is made possible by all of our previous developments in integrated lithium niobate photonics,” said Lončar. “The ability to process information in the frequency domain in an efficient, compact, and scalable fashion has the potential to significantly reduce the expense and resource requirements for large-scale photonic circuits, including quantum computing, telecommunications, radar, optical signal processing and spectroscopy.”

Harvard’s Office of Technology Development has protected the intellectual property associated with this project and is pursuing commercialization opportunities.

The Chamber of Deputies approved in its last session on Thursday the expropriation of the land occupied by the Inca Huasi basketball club in Parque de Mayo, for which the provincial government will allocate 218.3 million pesos. It is a 3,525 m2 property, which will be used to expand the green space area of ​​the promenade and which is part of the comprehensive remodeling project of the place. In exchange for the transfer of that portion of land, the official commitment is to build a new stadium for the sports institution in the vicinity of Hyper Libertad and only when it is finished, for which there is still no date, will it be the transfer. Alberto Demartini, Secretary of Public Works, explained that the decision to move forward with the expropriation of the club’s land is part of the official project to remodel the Parque de Mayo, which includes cultural buildings and expanding green spaces, which originates with the Teatro del Bicentennial to finish at the Infinite Undiscovered educational center, on Juan B. Alberdi Street and Spain Av.

But, instead of giving the expropriation money to the club, the commitment of the local government is to build a stadium for the practice of basketball. The most likely terrain is one that is located in Sargento Cabral and Salta, near Hyper Libertad.

Carlos Yanzi, president of Inca Huasi, the dean of basketball in San Juan, said that “there is the Governor’s word that they are going to build us a stadium.” The leader specified that, according to the project discussed, the playing field will have a floating parquet floor, stands, ceiling and lighting. In addition, it will have a canteen, multipurpose room and green space for the recreation of the members.

There is still no date for the start of the works, but the intention is to start the works in early 2022. And only when the works are completed will the move be done. “The sooner we can leave the better,” Yanzi said, giving his approval to the official initiative.

The plan to expand Parque de Mayo was announced in December 2015, shortly after Governor Sergio Uñac took office. And it is part of a project that also includes the construction of bridges between the key buildings in the area, underground parking lots and the provision of more services, such as new and better lighting.

The new Parque de Mayo and its surroundings will prioritize the comfort of pedestrians, with landscaped spaces, facilities for enjoyment and outdoor sports.

To integrate the walk to the buildings of the cultural axis (Civic Center, Convention Center, Juan Victoria Auditorium, Bicentennial Theater, Museum of Fine Arts and Dinosaur World) the plan includes the construction of pedestrian bridges that will cross Ignacio de la Roza, 25 de Mayo and Las Heras. And in that proposal there is also the possibility that Alberdi street is semi-pedestrian.

Although up to now the Government has made progress with Inca Huasi, with a rich sports history (see separately), negotiations are continuing with another club that is in Parque de Mayo, which is the Lawn Tennis Club, so that it also leaves the area to change of moving to another property. The ñokaiko celebrated 91 years of work

Two days ago, on Saturday November 27, Inca Huasi, which means Casa del Inca, the oldest basketball club in San Juan, founded in 1930, turned 91 years old. And it did so with the novelty of the moving plan, as confirmed by its president, Carlos Yanzi.

The ñokaikos, as they tell the club’s supporters, currently have about 300 families linked to the institution. In eastern Democratic Republic of Congo (DRC), Ituri lives at the rate of massacres, rapes, kidnappings and looting. In this province whose basements are full of gold, militias, armed groups and Congolese security forces are rife.

Last illustration of this almost daily violence: twenty-two civilians were killed Sunday, November 28 in an attack on a camp for displaced people, less than a week after a similar attack that left twenty-nine dead on a neighboring site. The attackers, according to the Red Cross, are militiamen from the Cooperative for the Development of Congo (Codeco) group.

Trapped in these endless conflicts, civilians are now struggling to access healthcare, humanitarian aid workers also being targeted, such as the NGO Médecins sans frontières (MSF), a convoy of which was attacked on October 28. However, both the Ituri province and neighboring North Kivu, also in conflict, have for six months been placed under the exceptional regime of a state of siege and under the authority of a military governor.

Why this conflict, which has made more than 1,000 dead and half a million displaced in four years, does it last? How to explain the weakness of the Congolese army? Pierre Boisselet, coordinator of the Kivu Security Barometer (KST), an organization that maps the violence perpetrated in North and South Kivu and Ituri, looks at the roots of the conflict and the reasons for its persistence.

In the mosaic of armed groups that abound in eastern DRC, Codeco has become one of the deadliest militias in the region. How was it formed?

Pierre Boisselet The Codeco remains mysterious and opaque. Its name refers to the Coopérative pour le développement du Congo, which once brought together a group of agricultural cooperatives in Ituri. Its creation dates back to 2017, following the assassination of a priest, Florent Dunji, belonging to the Lendu community. In response, young Lendu organized demonstrations. Gradually, the protest movement turned into an armed group. Today, Codeco has split into several factions. In their sights, there is the Hema community, accused of being responsible for the death of the priest. However, this assassination has never been elucidated.

The information is also fragmented with regard to the functioning of the group. However, we know from testimonies that the militiamen share mystical rites during initiation ceremonies and consume the medicine, a “magic potion” supposed to make them invincible.

Codeco claims to defend the interests of the Lendu, in particular against the Hema. What is the origin of the antagonism between these two communities?

This conflict dates back at least to the colonial period. The Belgian authorities, then steeped in racialist theories, had developed a hierarchy between the different communities of Ituri on the basis of their main economic activities.

There were among others the Hema, breeders, considered as superior, and the Lendu, farmers perceived by the Belgians as subordinate. As in Rwanda, this distinction pre-existed when the Belgians arrived, but they used it as an instrument.

This stereotypical view did not disappear with decolonization. Discrimination against the Lendu, in access to economic opportunities, capital, local power and land, has continued. Moreover, these racialist theories have a dangerous influence on the management of the conflict. I have heard certain Congolese officers take up these stereotypes about the Lendu considered violent and barbaric.

How did the Codeco militiamen, whom you estimate to be more than a thousand combatants, built their armed power?

Like other armed groups in eastern DRC, the Codeco have relatively easy access to arms. They often come from regular army stocks, which are poorly managed and trafficked. In addition, the war in neighboring South Sudan, which continued until 2018, is another possible source of supply. Today, the Codeco militiamen have heavy weapons, machine guns and AK-47s.

As far as funding is concerned, Codeco loots villages and taxes populations by erecting roadblocks in particular. Gold mines, numerous in Ituri, are also a source of income.

Kinshasa established a state of siege on May 6 in Ituri and North Kivu to restore security in these unstable areas for twenty-five years. However, your barometer reveals an intensification of attacks carried out by armed groups, with more than 1,300 dead for six months in Ituri and North Kivu, according to a report of elected officials published on November 10. How to explain this failure?

The state of siege, which consisted in transferring power to the military, was not considered in a comprehensive manner. Each governor, in North Kivu and Ituri, has his own strategy. In Ituri, it is strictly military. The results were initially encouraging, with a significant drop in attacks and the reconquest in May, under the watchful eye of cameras, of the national road 27, a central road which was held by the Codeco militiamen.

However, on the ground, the soldiers lead an indiscriminate offensive, without always distinguishing in the villages the militiamen from the civilians. Which gave rise to burrs. In reaction, young people from different communities enlisted in self-defense militias. I fear that there is a stalemate, because this military approach risks strengthening armed groups rather than destroying them.

How is the army therefore perceived by the populations?

In this war, the army does not enjoy popular support. On the Lendu side, there is no support for military strategy. The officers also complain about the lack of collaboration of the members of this community who very often coexist with the militiamen.

However, even militia targets, such as the Hema, have less and less confidence in the army’s ability to protect them. It is feared that this conflict will turn into a communal confrontation, each group seeking to ensure its own security.

Was the Congolese army sufficiently prepared to face these armed militias?

I do not think so. The absence of a global strategy coupled with the lack of resources had counterproductive effects. A parliamentary report published in October indicates that at the start of the state of siege, the military demanded $ 589 million to meet urgent needs in terms of equipment, personnel, etc. The state has released only 33 million.

Since then, this has been able to evolve but at the margin. We note that the proclamation of the state of siege was not followed by a significant financial effort. Likewise, there have been few new recruits. Less than 7,000 active soldiers were deployed in Ituri before the reinforcement of 1,200 soldiers from the Republican Guard in September. This decision has also created confusion in the chain of command because the Republican Guards obey their own command.

On the side of the Codeco militiamen, what are the tactics of war used?

The Congolese army officers that I have met speak of an asymmetric war. They are faced with an elusive enemy who attacks them by surprise. The militiamen move on a territory which they know well and very certainly benefit from complicity within the local populations. What the Congolese soldiers do not have.
