Committee Paper Guidance

Papers prepared for committee consideration should be concise and not normally exceed 6 sides. Please use the University’s standard committee paper template which is available below. Brief appendices may be used to provide further detail or evidence where necessary.

Business Cases

There are separate templates for Outline Business Case and Full Business Case which will be brought forward for consideration and approval by Operations Board, UEC, Finance Committee, Senate and Council.

Each Business Case must be accompanied by a completed Financial Assurance Check in order to provide assurance to the relevant committee that financial considerations have been fully captured thereby improving discussion and decision making on Business Cases during the approval process. Business Case authors should seek input/support at the earliest opportunity from their Finance Business Partner in order to complete the cover sheet.

The Portfolio Management Office (PfMO) is also available to support the development of project Business Cases requiring Operations Board / UEC approval. Early engagement is encouraged to help ensure Business Cases meet the University’s requirements.

The flowchart sets out the various steps and sequencing in the approval process for business cases for all major projects and all other capital expenditure projects.

Please use a new template for each paper as overwriting can cause corruption and formatting issues.
