DESCRIPTION:Risk and loss from disaster, including that associated with cl
 imate change, is at core an expression of the social contract. Of the bala
 nce of rights and responsibilities in society, how these shape the social 
 and spatial distribution of information, assets, resources, infrastructure
  and entitlements &ndash; and the processes through which they are negotia
 ted, enforced, resisted or distorted. If manifest risk and loss has accumu
 lated through past development how suited is current development to resolv
 ing perceived future increases in risk?This paper argues that responding t
 o this question through the lens of resilience is not sufficient and that 
 a corollary concept of transformation is also required. Both concepts have
  been taken up rapidly by policy communities and are being made to fit est
 ablished development and risk management agendas and worldviews. This semi
 nar provides reflection on the concept of transformation, its relationship
  to resilience, development and risk and how far it can be a useful concep
 t for empirical research on disaster risk and development.
