Abstract
Considers the proposals for the reform of the House of Lords relating to the powers of the new second chamber. Criticises the proposal that the House of Lords' current absolute veto over delegated legislation should be reduced to a power of short delay and the rejection by the Royal Commission of a proposal to give the second chamber special powers over legislation amending the constitution or abrogating fundamental rights. Argues that the increase in the democratic legitimacy of the new second chamber requires it powers to be increased rather than reduced.
