Advice goes to Russia with love

International development experts at Durham Business School have landed an 18-month contract to help the Russian Government develop and implement a wide-ranging administrative reform programme.

The EU funded programme, worth a total of €1.5 million (£1m), will create a comprehensive public expenditure management system, which will allocate budget resources in line with the country’s strategic priorities.

The contract, which will run for two years, will be run in conjunction with Formaper, the training agency for the Milan Chamber of Commerce, Progeco s.r.l, a Bologna-based private consulting firm and Maastricht School of Management in the Netherlands.

The Durham team, led by Professor Tony Cockerill and Alaric Fairbanks from the department for Executive Education and Enterprise, will be responsible for designing and delivering a training programme for 140 Russian senior civil servants, the bulk of which is to be run in Durham.

It will cover performance orientated budgeting and management, economic principles, strategic planning, public expenditure management and overall professional development.

Alaric Fairbanks, said: “This is an excellent achievement for the Business School. The programme builds on our track record of delivering international development programmes. It is testimony to our strengths in research and teaching best practice in management, administration and governance.”
