Professor Ian Leigh addresses Security Sector Reform in Albania

Durham Law School Professor Ian Leigh participated in a conference held in Tirana on 15 and 16th March that brought together senior political and military figures to discuss reform of the armed forces, security and intelligence agencies and police in Albania. The conference, to discuss progress in security sector reform in the country over the past 20 years and the way ahead, was organized by the Institute for Democracy and Mediation in collaboration with the Parliament and government and a number of international partners. Professor Leigh gave a presentation on streamlining the constitutional and legal framework for the security sector, speaking alongside Arben Imami (the Minister of Defence) and a former President, Professor Rexhep Meidani. HisĀ  presentation focused on the importance of the rule of law and compliance with the European Convention on Human Rights in steering future reform.
