Abstract
England's school-based education system has been reformed massively over the last two decades. The reforms have included the introduction of a National Curriculum, national testing, a heavy inspection regime and hundreds of lesser reforms. This paper draws on extensive research and concludes that one of the main aims of the reforms, to impact on basic skills in primary schools, has largely not been achieved although there has been some rise in maths test scores. The paper concludes that there is a need to take much more notice of the evidence base for reform to become a learning society and to accept that we need to change policies in the light of evidence.
