Improving Government Quality through Public Sector Efficiency on Social Spending within the European Union The current debt crisis has shown in a forceful manner the importance of quality, effective and efficient expenditure by European government's not only for the country's economic health but also the European economy at large. This importance is also indicated within the EUROPE 2020 strategy document which states that: "Fiscal consolidation and long-term financial sustainability will need to go hand in hand with important structural reforms, in particular of pension, health care, social protection and education systems. Public administration should use the situation as an opportunity to enhance efficiency and the quality of service." Different EU countries have different levels of trade openness. This research study focuses on EU-27 countries and proposes to assess whether long term trade openness and its characteristics have implications on the composition of government expenditure and its efficiency and equity levels.
